Though the desert’s harsh conditions prompt most newcomers to leave after a day, local leader Ma Defu convinces them to stay and build. In 1996 the Party Central Committee launched an East‑West partnership, matching Fujian aid to Ningxia’s poverty‑relief effort, giving the fledgling town a second chance and a new lease on life.
