Joe F. Jerry O’Connell arrives in New York penniless, chasing an apartment and a job after finishing university in Iowa, hoping to find a place to call home in a city where rents are high and opportunities scarce.

When Mrs. Grotowski dies, an artist named Walter Shit Jim Turner steps in to help Joe secure the last rent-controlled apartment in a building slated for demolition, persuading the tenants that Mrs. Grotowski was Joe’s mother so the unit can be emptied and the site cleared for redevelopment.

Senator Dougherty Robert Vaughn has bigger plans: he wants to empty the building so he can clear the way for the prison he intends to build there, and he hires Alberto Bianco Don Ho along with his nephews Vlad (Vladimir Bianco) Shiek Mahmud-Bey and Jesus Bianco Jim Sterling to intimidate the tenants and push everyone out.

Joe soon discovers he has twenty to thirty thousand roommates—the apartment is inhabited by talking, singing cockroaches who view him as a potential benefactor. Led by Ralph Roach Billy West, the cockroaches are witty and music-minded, and their actions threaten the thugs while simultaneously endearing themselves to their human roommate, who needs their help to survive in the city.

Between the looming eviction and his own string of dead-end jobs, Joe finds himself the unskilled drummer in Walter Shit’s band, all while pursuing Lily Dougherty Megan Ward, Senator Dougherty’s daughter who champions a community garden to reclaim the vacant lot around the building. The budding romance gives Joe a glimmer of purpose beyond mere shelter, and Lily’s garden project becomes a symbol of hope amid urban chaos.

A complicated night of romance and mischief leads the cockroaches to break a promise to stay out of Joe’s business, and a panicked Lily flees when she discovers the garden she helped create has been burned to the ground along with the surrounding area. The crisis pushes both sides toward a fragile truce, born from a shared interest in keeping the place livable and alive.
