Prime Minister Abigail Dalton finally confronts the man who has haunted her both politically and personally—Captain John Michael Shagan. After a bombing at Downing Street that kills French President Vivienne Toussaint and temporarily forces Abigail out of office, Shagan tracks down the hidden safe‑house where her husband Alex, their daughter Sylvie, and Matteo are holed up. He demands that Abigail come alone, threatening to kill Alex and Sylvie if she refuses. In the tense standoff Sylvie manages to seize a gun. Though Abigail begs her not to fire, Shagan taunts the teenager, claiming responsibility for her grandfather’s death and trying to push her to pull the trigger. Overcome with fury, Sylvie turns the gun on Shagan and kills him, ending his final, personal revenge.

With Shagan dead, the immediate danger passes, but the larger conspiracy is exposed. Abigail discovers that Shagan had been operating under the orders of General Livingston, a senior officer tied to a 2018 incident in Belize where, as a junior foreign‑office minister, Abigail ordered a British withdrawal that left local allies—and later Shagan’s fiancée—behind. Livingston’s confession about the “exploding laptop” confirms his role in orchestrating the kidnapping and the coup that briefly toppled her government.
