Set in the tumultuous era of the Universal Century 0223, this story unfolds in a universe where the remnants of Earth’s former government, known as the Earth Federation, have disintegrated, leading to the rise of independent space settlements. These settlements have distanced themselves from their colonial pasts and now operate as autonomous entities called Settlements. Two major factions have emerged from this new order: CONSENT, which comprises most of the former Earth Federation government and includes Sides 2, 3, 5, 6, and 7; and the Settlement Freedom League, made up of Sides 1, 4, and the Lunar Cities.
The narrative centers around Mark Curran, an ex-CONSENT pilot who has moved on to work at Hydro-Gen, a private research facility situated in the hazardous environment of the Deep Face Trench. During a routine harvesting mission, he demonstrates bravery by saving Lieutenant Tim Holloway (/actor/peter-williams), a member of the CONSENT forces. However, the peace is short-lived as the facility is quickly seized by the Congressional Armed Forces, led by Lieutenant Colonel Jack Halle (/actor/david-lovgren), a former superior of Mark’s. Amidst the chaos, Mark ventures off to investigate, ultimately rescuing Cynthia Graves (/actor/enuka-okuma), a Gaean rebel, from execution by gunfire, after she surrenders herself. In the process, another intruder is killed in the crossfire.
The political instability in this universe is exacerbated by a critical food shortage plaguing the CONSENT alliance, which seeks to forcibly take control of the neutral Side 8 Settlement of Gaea. General Garneaux (/actor/kenneth-welsh), a key military figure, enlists Mark’s help to interrogate Cynthia, who reveals that she possesses an enzyme capable of enabling underwater food cultivation—a discovery that could resolve the ongoing famine. Recognizing the potential, Mark joins forces with Cynthia, her interns Franz Dieter (/actor/alfonso-quijada) and Kobi (/actor/taayla-markell), as well as his fiancée, Mimi Devere (/actor/catarina-conti), to escape into space.
Meanwhile, Jack Halle, intent on framing Mark for murder, kills a soldier himself and manipulates circumstances to make Mark look guilty. The group eventually reaches the Side 4 Settlement of New Manhattan, where they meet Philippe San Simeone (/actor/hrothgar-mathews), an acquaintance and member of the secretive Illuminati, a private paramilitary organization. Philippe assigns Mark a powerful new mobile suit prototype, the G-Saviour, but Mark initially refuses to pilot it. Later, he changes his mind, deciding to assist in navigating a debris field for their journey to Gaea.
Upon arriving at Gaea, Mark and Cynthia confront Chief Councilor Graves (/actor/blu-mankuma), who is Cynthia’s father. They learn that a fleet from the Congressional Armed Forces, determined to arrest Cynthia and seize the enzyme, is en route. After witnessing a tender moment where Mark and Cynthia share a kiss, Mimi hacks into Gaea’s defenses, causing the debris clearing guns to attack one of the CONSENT ships, inciting chaos. When Mark detects that a mobile suit carrier is approaching Gaea, Cynthia urges him to lead Gaea's mobile suit forces against the incoming assault.
An intense battle ensues, with CONSENT overwhelming Gaea’s outdated RGM-196 Freedom mobile suits. Jack Halle activates his CAMS-13 MS-Rai, leading to a fierce confrontation where Mark pilots the G-Saviour to face him. As the conflict escalates, the Congressional Armed Forces invade Gaea, critically wounding Kobi (/actor/taayla-markell) while she protects the enzyme sample. Ultimately, Mark secures the sample, but Garneaux reveals a grim plan: to destroy it and implement a policy of selective starvation to tighten control over the factions.
Just as the situation seems dire, Philippe and the forces of the Illuminati arrive, turning the tide against the CONSENT forces. With their help, Mark and the defenders push back the invasion, and Mark uses the G-Saviour to disable the remaining hostile units. Garneaux, along with Mimi, escapes in a space shuttle, but Mimi reveals she has switched the enzyme sample back into Cynthia’s possession. As conflict persists in space, the shuttle is shot down by CONSENT forces.
In the aftermath, with Garneaux dead and Jack disabled, the Congressional Armed Forces withdraw from Gaea. Councilor Graves makes a speech declaring Gaea's independence, affirming the settlement’s desire to remain neutral. Meanwhile, Mark returns with Cynthia to Earth, carrying the hopes of securing a peaceful future amidst a universe filled with shifting alliances and unresolved tensions.
