Albert Poop-Decker is promoted despite years of delay, as England needs capable officers. He is ordered to join the frigate HMS Venus at Plymouth. The promotion marks the improbable start of his naval career.

Poop-Decker arrives in Plymouth, where the crew is celebrating their departure the next day. He rides in a sedan chair with no bottom, forcing him to sprint to Dirty Dick's Tavern. The scene kicks off the chaotic journey ahead.

A serving maid named Sally rescues Poop-Decker from a tavern mob and discovers he hasn’t yet reported to his ship. She knocks him out and seizes his midshipman's uniform upstairs, setting up a bold disguise. The ruse foreshadows the comic complications to come.

Poop-Decker wakes in disguise and is swept up by a press gang along with Walter Sweetly. They are taken aboard and introduced to Captain Fearless, while Sally, in disguise, is also aboard. The deception tightens as the true identities collide with naval duty.

Poop-Decker proves to be a hopeless seaman, continually upsetting the officers. Sally reveals her true identity after he is punished, and they decide to keep the ruse going. The pair soon falls in love despite the tangled deception.

Three months pass with no action as the crew grows restless. Howett and Angel hatch a night raid ruse to force Fearless to abandon ship, using Poop-Decker as a dupe. Poop-Decker, Sweetly, and Sally help Fearless escape into a lifeboat.

Fearless believes they have reached France and Calais, but they are actually on Spanish soil. The misperception leads to a scramble as they plan to walk to Calais. Sally and Poop-Decker steal clothes from bathers to blend in with locals.

Howett and Angel sail toward Cádiz to seize Don Luis's city; their plan is foiled when Poop-Decker's group stumbles into Cádiz and recaptures the Venus. They return to England with the ship restored to their control.

On the return voyage, a pirate ship captures the Venus. The captain, Patch, turns out to be Sally's lost love Roger, a brutal rogue who complicates Sally's loyalties. The balance of power shifts as friends and former lovers confront each other.

Patch and Hook threaten Poop-Decker and Fearless with a walk the plank. Poop-Decker escapes and cuts down a sail, trapping the pirates and turning the tables in a dramatic salvage attempt.

The former Venus crew escapes Cádiz in five empty Spanish warships toward England for prize money and glory. They near England and rendezvous with the Venus, just as a fire on deck triggers cannon fire that annihilates the five Spanish ships, thwarting Howett's latest scheme.

The Venus crew arrive at the Admiralty as heroes. Fearless is promoted to Admiral with a pegleg and a desk job, while Poop-Decker and Walter Sweetly receive honorary Captains' ranks with pensions. Poop-Decker also reveals his intention to marry Sally and leave the service on that note.
