He asks the Governor for a flattering reference, then writes a scathing one for himself. Secretary Faker Brown mixes up the letters, sending the praising note. Lady Dorking, head of the Board, appoints Smart, angering Deputy Colonel Crableigh, who wanted his nephew promoted.
