In 2017, amidst the chaos of the Second American Civil War, Pamela Anderson stars as Barb Wire, a fierce and resourceful owner of the Hammerhead, a gritty nightclub located in Steel Harbor — the last remaining free city in a United States torn apart by conflict. Barb is more than just a club owner; she leads a double life as a mercenary and bounty hunter, constantly navigating the dangerous underworld of post-apocalyptic America to survive and profit from the turmoil.
The story intensifies when Chief of Police Alexander Willis (played by Xander Berkeley) raids Barb’s nightclub. His priority is a fugitive named Dr. Corrina Devonshire, a former government scientist with critical information about a dangerous bioweapon called Red Ribbon. This virus is the product of secret experiments by the Congressional Directorate, and Colonel Victor Pryzer, played by Steve Railsback, is tasked with capturing Corrina to harness her knowledge. The Congress plans to end the civil war by unleashing the virus on the territories controlled by the United Front, making Corrina a crucial target.
Corrina (Victoria Rowell) is desperate to escape to Canada, aiming to reveal her information to the world and prevent further bloodshed. Her luck changes when she unexpectedly shows up at Barb’s nightclub, accompanied by Alex Hood (Temuera Morrison), a former freedom fighter and the man Barb loved at the outbreak of the war. Their reunion sparks a new mission: to get Corrina safely across the border to Canada.
Their journey is fraught with danger as they seek a special pair of contraband contact lenses capable of bypassing retinal scans at the Steel Harbor airport. These lenses have become a coveted item, passing through the hands of various shady characters and eventually landing in Barb’s possession. However, instead of trusting Axel and Corrina with the lenses, Barb forms a risky deal with Big Fatso, the leader of a junkyard gang. Fatso offers a hefty sum and an armed escort to the airport in exchange for the lenses, which are worth a fortune on the black market.
The plan spins out of control when Fatso betrays Barb. During the exchange at his junkyard, Colonel Pryzer, Chief Willis, and their stormtroopers arrive, setting up a tense confrontation. Willis, playing a double game, falsely arrests Barb and Corrina. But instead of traditional cuffs, he secretly slips Barb a hand grenade. In a daring move, Barb uses the grenade to kill Fatso, igniting chaos and creating a distraction. This allows Barb, Axel, Corrina, and Willis to escape in Barb’s armored van and evade a fierce car chase through the wreckage-filled streets of Steel Harbor.
The action reaches its climax on a forklift suspended above the harbor. Barb engages in a tense hand-to-hand combat with Pryzer, ultimately leading to Pryzer’s fall to his death. With chaos swirling around them, Barb manages to make it to the airport, where she reveals she still possesses the contact lenses. In a daring act of trust, she hands them over to Corrina, who then and Axel successfully board a plane bound for Canada, seeking safety and hope in a world torn apart by war.
Meanwhile, Barb and Willis stay behind on the rain-soaked tarmac, their fates uncertain as they watch the plane depart. The story captures a mix of gritty action, strategic deception, and resilience amid the dystopian landscape, illustrating the relentless spirit of a woman who fights not only for her own survival but also for the truth that could change the course of history.
