In the film’s climax Leon finally uncovers the horrible truth behind Proposition 42. The bill, presented by his own father Senator Frank Kessler as a humanitarian reform that would let Specials undergo post‑natal gene therapy, is actually a cover for a massive harvest of Special biomatter. Kessler plans to use the gathered “camps” to create an elixir that will turn adults into Genetics, and his ultimate goal is to force‑convert his son Leon.
Armed with the secret footage that shows Kessler meeting the commander of the Special Forces, Captain Hughes – who is also the hidden leader of the murderous “Anti‑Genetics” gang – Leon and Chloe broadcast the evidence to the authorities. While Chloe uploads the video, Leon, now wearing the Genesis‑flower‑powered suit that earns him the nickname Flower Boy, confronts the villains in the Family Planning Center. In a brutal showdown he kills Captain Hughes and cripples Kessler’s operation.
The police arrive, the damning video is verified, and the government is forced to repeal Proposition 42 and dismantle the segregation system that had kept Specials in the ghettos. Leon’s desperate fight for equality succeeds, and the world seems poised for a new, more inclusive order.
The ending, however, leaves several threads dangling. Kessler escapes arrest and is seen watching the Special District from the crowd, hinting at future schemes—perhaps a personal revenge against his son or a renewed attempt to turn Leon into a Genetic. The bond between Leon and the pop‑star Mira, who initially betrays his plan but later realizes Kessler’s treachery and falls for Leon, remains unresolved, as does the mystery of Leon’s exact relationship to his adopted niece‑like Chloe. These unanswered questions set the stage for a possible sequel, where the fallout of the failed Proposition 42 and Kessler’s lingering ambitions can be explored.
