Kuroiwa, a hard-edged police investigator born in Manchukuo, has been cracking down on yakuza but his rough methods keep getting him in trouble at headquarters. He is transferred to a new beat in Osaka to pursue the Nishida and Yamashiro factions. The move places him in a volatile turf war where loyalties are tested and his methods draw scrutiny.

He sleeps with the widow of the man he killed, creating a personal entanglement that complicates his professional life. She pressures him for money to open her own bar, pulling him deeper into the zone where crime and desire converge. The relationship foreshadows how money and power will shape the conflict.

After humiliating and beating a group of young Nishida yakuza, the Nishida family tries to buy his loyalty with money to side with them. Kuroiwa refuses the bribe, standing firm in his independence even as the offer exposes how fragile loyalties are in Osaka. In the climactic endgame, Hidaka shoots Kuroiwa dead as he approaches Keiko's car after the confrontation.
