Convict No. 23, nicknamed The Eel, breaks out of prison, taunts his bumbling pursuers and rescues a young woman, her mother, and a suitor from danger, only to become exhausted and nearly drown. Restored at Judge Brown’s home, he attends a soirée, competing with the suitor for Miss Brown’s favor. Yet the prison guards remain on his trail.
