Engineer Kitagawa oversees the construction of a massive tunnel through the Japan Alps to transport equipment for the Kurobe Dam project. The route cuts across an earthquake fault, subjecting the work to cave‑ins, flooding and fierce disputes between management and the workers’ union. Meanwhile, Kitagawa battles personal anguish as his young daughter succumbs to leukemia.
