A hopelessly hopeful drifter, a bitter young woman, and a helpless child make their home on the docks, drifting through poverty and aimless wandering. Above them a dredge continuously lifts the same mud and trash from the seabed as the day before. When they finally decide to leave for the city in search of fulfillment, they are met with even greater privation, destitution and temptation.
