The film depicts bleak life eased only by marijuana, alcohol and opium. It traces opium’s history, the Opium Wars, then follows heroin’s discovery and a U.S. trade of two tons a year, with only 100 lb seized, in New York. Interviews with officials and addicts contrast the 1956 law with the 1966 amendment, urging treatment and alternative crops.
