In 1918 a naïve Mongol herdsman loses a valuable fox fur to a European trader and is expelled. He retreats to the hills, then joins Soviet partisans in 1920 against the British occupiers. Captured during a cattle requisition, soldiers find an amulet linking him to Genghis Khan, revive him and make him a puppet ruler, but he ultimately rebels.
