Ocean waves birth merbabies that are called to an underwater circus playground on the sea floor. There they mingle with a parade of seahorses, starfish and other marine creatures before rising back to the surface from which they emerged. Walt Disney recruited former colleagues Hugh Harman and Rudy Ising to help craft this Silly Symphony.
