Johnny Eager pretends to be a taxi driver for his parole officer, A. J. Verne, while secretly running a powerful gambling empire. This public disguise hides a ruthless criminal network that he commands from behind the scenes. The setup establishes the film’s noir mood and the dealer’s commanding influence over the city.

Verne introduces Liz Bard, a socialite and sociology student, into Johnny's circle. The meeting sparks an immediate, dangerous attraction that promises trouble for both Johnny’s criminal world and Liz's privileged life.

Johnny learns that Liz is the stepdaughter of his longtime nemesis, District Attorney Farrell. Farrell, as a crusading prosecutor, has already blocked Johnny's dog racing track with an injunction, raising the stakes for both of them.

To use Liz as leverage, Johnny orders Julio to burst in and stage a deadly-looking confrontation. The fake struggle is orchestrated to threaten Farrell and test Liz's loyalty.

Johnny lies to Garnet to get her to go to Florida while he romances Liz, playing two sides of a dangerous game. He maintains the illusion of loyalty while pursuing his growing attachment to Liz.

Mae asks Johnny to help transfer her incorruptible policeman husband back to his old precinct, revealing how he uses favors to bend loyalties. He claims he no longer has influence, even as behind-the-scenes maneuvering continues.

Liz's former boyfriend Jimmy Courtney offers Johnny all his money to leave the country and take Liz with him. Johnny can't quite understand the selflessness behind the offer, revealing a rare moment of emotional ambiguity in his character.

Johnny forces Liz and Courtney to flee while Halligan and his men close in. A ferocious gunfight ensues, and Johnny kills Halligan and Julio before attempting to escape.

As Johnny tries to flee, a policeman disembarking from a bus shoots him down. Jeff Hartnett arrives and embraces the dying man, while the officer is revealed to be Mae's husband in a cruel twist of fate.
