Colonel Dodge arrives on the first train and inaugurates a new railroad linking Dodge City to the wider world. The event sparks rapid growth and deepens the town's rough frontier character, where cash and danger rule daily life. Settlers, thieves and gunmen begin to pour into the area, redrawing the town’s fate.

Wade Hatton guides a trek of settlers from the East toward Dodge City, accompanied by Rusty and Tex. Among the newcomers are Abbie Irving and her brother Lee, who will become entwined with the town’s destiny. Their approach signals the collision of hopeful settlement with the town’s lawless underworld.

Upon arriving, Hatton witnesses Surrett and his gang dominate Dodge City, exploiting criminals and taking advantage of weak law enforcement. He initially declines the sheriff’s post, believing he isn’t suited for such a job. The town’s chaos makes any attempt at order seem daunting.

A school outing ends in tragedy when a young boy named Harry Cole is killed by Surrett’s men. The incident compels Hatton to reconsider his reluctance and assume the sheriff’s office to restore some measure of justice. His decision marks the turning point from spectator to protector of the town.
