Los Angeles police know dealer Pete Ritchie is smuggling drugs but lack evidence. They send Officer Madeleine undercover to infiltrate his circle, only for her to be kidnapped by Johnny, a covert government operative posing as a thug. Neither realizes they are both working for the law, and their parallel investigations converge.
