Set in 1933, the mayor tells the peasants that irrigation water will be divided equally between them and feudal lord Mahmoud Bey. In response, the villagers dispatch Mohamed Effendi to petition the government. Mahmoud Bey then unveils a development plan that would appropriate part of their fields, intensifying the struggle over land and water rights.
