Two thirteen-year-old best friends in Los Angeles—Sam Kwan and Allie Thompson—are portrayed by Brenda Song and Hallee Hirsh. On the last school day before Christmas vacation, Allie has yet to start her essay, and the pair’s plan to breeze through the break hinges on a spur-of-the-moment idea. During a bike ride through the woods, they stumble upon an odd weather machine hidden in a remote shack, and Allie convinces Sam to experiment with it so that it could snow in Los Angeles, letting them kick off Christmas vacation a day early and skip the looming assignment.
The device turns out to belong to Santa Claus, who is introduced by the story as a benevolent force in this holiday caper. Santa (played by John B. Lowe) learns of the mishap and quickly loops in Mrs. Claus, portrayed by Susan Ruttan, to help manage the situation. To assist Santa, the elves Crumpet and Sparky are dispatched—Crumpet is played by John Salley and Sparky by Bill Fagerbakke—to track the trouble and keep things from spiraling further.
Meanwhile, a weather man named Edwin Hadley [Peter Scolari] is trying to pinpoint the source of the strange snow flurries and avoid getting fired by his boss, Mr. Martino, who is portrayed by Jason Schombing. Edwin’s inquiries lead him toward the same snowy mystery, setting up a collision of ambitions between a scientist on the rise and a magical Christmas operation.
As Sparky and Crumpet close in on Santa, they notice a footprint tied to a very particular type of girl’s shoe that’s only made in California. The elves decide to interrogate the girls who wear those shoes on the naughty list, a pursuit that threads through the escalating storm. The blizzard soon grows large enough to reach San Francisco, and Allie’s dad Steve—played by Greg Kean—finds himself snowed in at the airport, risking a Christmas at home for the family.
Allie fights to turn the machine off, but the storm stubbornly reactivates, building into a full-blown blizzard. The sisters share some heavy moments: Sam speaks candidly about her own dad’s Christmas traditions, while Allie worries about her family’s plans. The weather chaos triggers a traffic jam that ensnares Edwin as he tracks the phenomenon to Allie’s house; in a desperate move, he steals a snowmobile to cut through the congestion.
When the power goes out, Allie and Sam retreat to Allie’s shed for flashlights and there they encounter Santa, Crumpet, and Sparky. The trio reveals that Allie is currently on the naughty list, while Sam stands out as a positive, studious example in school. This revelation sharpens the stakes and clarifies the quest: they must repair the weather machine before Christmas morning.
Edwin makes a bold move to seize the weather device and proclaims his dream of becoming the best meteorologist on television. His escape sends him careening into a chocolate factory, where he falls into a vat of chocolate. The others trail him through the sweet-smelling labyrinth—Sparky climbs into the rafters, narrowly avoiding a cotton candy tumble—and they eventually reclaim the machine.
Back at Santa’s shack, the team works together to diagnose the malfunction. The fix is simple yet crucial: the weather machine needs the correct batteries, and with a careful touch from Sam and Allie, the device is repaired and the storm is brought to a stop. Santa hints that Edwin might have a different path ahead, suggesting there are other kinds of roles he could fill beyond this chaos.
With the crisis averted, Crumpet and Sparky pull Steve to safety just in time for Christmas morning, delivering a sense of relief and holiday cheer to the Thompson household. Edwin’s arc concludes on a hopeful note, as he accepts a new posting in the Antarctic, where he will teach scientists about the weather, turning his passion into a different kind of contribution. The film closes on a warm, festive note, as the city settles into the quiet beauty of a Christmas dawn and the promise of a holiday well earned.
