A widow and her sons Seitaro and Koji live in Komori, a town where Buraku people are forced to reside. The boys endure relentless harassment at school because of their heritage. Amid the 1918 Great Rice Riots, Seitaro falls for Asako, the daughter of a rice‑shop owner who is also Buraku. At the same time, their old friend Hideaki returns and, together with Koji and the townspeople, forms the Zenkoku Suiheisha (National Levelers Association), pledging to build a symbolic bridge over the river of discrimination and make all people equal in every way.
