Elmer, a hapless naval recruit, constantly bungles his duties, leaving his irritable commanding officer drenched in paint, smeared with muck and repeatedly tossed overboard. When Elmer woos the CO’s girlfriend, a jealous boyfriend pursues him, and the commander ultimately locks both lovers in the brig, allowing them to be together.
