A mayoral candidate, Peker Mengen, promises to bring the prime minister to his remote town and transform it into a province. When the residents persistently remind him of his pledge, he employs unusual tactics to convince the prime minister to visit. Peker prepares an elaborate welcome ceremony with his advisors, but the event spirals out of control, unexpectedly elevating the town of 5000 people to the status of a country embroiled in a conflict with America. Peker, his wife Mualla, and his advisors must then navigate the challenges of establishing a new nation, even receiving assistance from an alien to achieve their ambitious goals.
