Detective Joe Garvey is summoned when a ballerina is murdered onstage, seemingly without resistance. At the scene he discovers her 14‑year‑old sister Tinsel, a sharp but uncooperative teen. Garvey sends her to an orphanage, but she is attacked there, prompting him to protect her. Their joint plight draws the interest of a covert organization.
