Joe is formally proclaimed the goodwill ambassador, while U.S. authorities close in on him for the oil stock scam. He operates under the alias Humphrey Fish to dodge law enforcement. The dual spotlight raises the stakes for everyone involved.

Harry, Dagmar, and Mary recruit Joe into a plan to peddle fake silver mine stock. Joe agrees and will give tours of the bogus mine to would-be buyers. The scheme hinges on Joe's charm and the mine's supposed splendor.
