Despite the title, the race uses airplanes, not balloons. Bluto pilots a rocket‑plane; Popeye flies a hand prop. Bluto sabotages Popeye’s prop, but Olive pushes his plane. Popeye darts past the Eiffel Tower; Bluto strips his engine, sending him into the sea. With a case of spinach, Popeye rebuilds with spinach cans; his exhaust fries Bluto’s craft and Popeye wins.
