Bruce Li plays a new police chief who arrives in a provincial town to crush a dangerous gang. Frustrated by lazy deputies, he enlists four prisoners—a widower seeking vengeance for his wife, a knife‑throwing convict, a pickpocket, and an orphan girl—offering pardons if they survive. After hanging an escaping inmate, the group locates the gang’s hideout and battles it, leaving only the chief alive.
