In Hong Kong, aging mob boss Ho Chen‑tung upholds a strict code of honor that keeps rival factions uneasy but peaceful. He is distant from his son Hui, who lives in Australia, yet has become a father figure to Han, a Vietnamese refugee who shares his ethical outlook. As Hui reaches out, the Hong Kong CID finally closes its long‑running investigation into Tung’s network. Expecting the younger gangsters to follow his rules, Tung faces an unforeseen twist at trial, leaving Han to restore the fragile balance.
