Woody, a street sweeper who hates his job, is tormented by officer Wally Walrus. He quits, dons a police uniform and kicks a trash can that scoops up Wally, sending him into the harbour. Wally chases Woody into a circus. Woody sneaks backstage disguised as an elephant; after a circus showdown he is captured and forced back now to sweeping the streets.
