A gang of rich bikers terrorizes Rome, assaulting pedestrians, gang‑raping women, dealing hard drugs, staging illegal races, intimidating witnesses, murdering city workers and pulling heists. Inspector De Gregori arrests their leader Stefano, yet powerful lawyers secure his release each time. When the gang assaults his wife, De Gregori resorts to harsher tactics.
