James Luke (Marland Proctor), a military investigator, is sent to Germany after a congressman's son is killed. He clashes with his superior but teams up with German officer Paul Steger (Hans Grabinger), who kills criminals. Their probe uncovers a terrorist cell led by The Professor, planning to assassinate President Jimmy Carter at his Munich visit.
