After a successful raid on a foreign vessel, pirate Chang Pao‑Chai discovers a leak and sails ashore for repair materials. There he confronts corrupt Qing officials exploiting destitute peasants. Moved by their plight, he aids them, which only deepens his reputation as an outlaw.
