After a series of murders targets Los Angeles’ worst rapists, killers and muggers, the police are powerless. The commissioner enlists his top lieutenant, Roger, to catch the anonymous vigilante known as the Executioner. As he investigates, Roger begins to suspect the killer may be an old Vietnam comrade, forcing him to confront his past.
