While walking the streets of Tokyo, Linn Suzuki discovers a strange device and is attacked by thugs, only to be rescued by the skilled Miho Kuon, who defeats them effortlessly. Fleeing a cruel mistress in Kyoto, Linn seeks her missing brother, last seen at the Kuon Detective Agency in Edo. Miho takes Linn in, nicknaming her Kotetsu, and together they become entangled in a conflict with the shadowy Syndicate that hunts Miho.
