Councilor Susan takes bribes from Reevers, allowing illegal dumping of waste in an old mine. Learning the waste contains toxins threatening a nearby water‑purification plant, she tries to cancel the deal and asks her ex‑husband Steve, a cop, for help. Before he can act, Susan is killed. Her sister Sunny joins former members of a women’s martial‑arts squad to seek revenge.
