In Portland, Oregon, a killer murders victims and then blackmails the relatives who profit from the deaths, demanding payment for his twisted “service.” Captain Murtaugh heads the investigation, but when his wife feels stalked, he suspects a link to his previous Chicago case. Because he hid the truth from her, he now fears for her life.
