Their excavation leads to the shocking discovery of a human skeleton, accompanied by a Rio County sheriff’s badge and a Masonic ring.

Set in Frontera, Texas, a border town in Rio County, we meet Sam Deeds, the sheriff played by Chris Cooper. Originally from the area, Sam left as a young man but returned two years prior and was elected to his current position. He grapples with the legacy of his late father, the revered Sheriff Buddy Deeds, known for his fairness and integrity. Sam wrestles with his father’s glorified memory, particularly since their relationship was fraught with conflict during his adolescence.

To investigate the skeleton, Sam enlists the help of Texas Ranger Ben Wetzel. The forensic evidence identifies the skeleton as that of Charlie Wade, a corrupt and ruthless sheriff who vanished in 1957, alongside $10,000 in missing county funds. Initially presumed to have fled with the money, Wade’s reappearance puts a new spin on local lore, prompting speculation about Buddy’s involvement, especially given Buddy’s refusal to assist Wade on the last night he was seen alive. Furthermore, evidence surfaces that hints at Buddy potentially being the trigger man, as one of the found bullet casings matches the caliber of firearms carried by the police.

Meanwhile, two influential locals, Mayor Hollis Pogue and Mercedes Cruz, are eager to replace the outdated jail with a larger facility, a move Sam critiques as a misuse of public funds. Sam’s tie to Mercedes is personal; he had a youthful romance with her daughter, Pilar, which was strongly opposed by both Mercedes and Buddy. Their paths cross again when Sam helps Pilar’s son after a minor run-in with the law, rekindling their connection after years apart.

Mercedes, a complex character managing a local eatery, is known for her tough stance on immigration—she insists that her workers speak English due to their new environment and isn’t hesitant to involve Border Patrol against undocumented immigrants crossing through her river-adjacent property.

In parallel, Colonel Delmore Payne, the new commander of the local Army base, enters the scene, revealing family tensions with his estranged father, Otis “Big O” Payne, a prominent figure in the African-American community and nightclub owner. Otis’s complicated past affects Delmore, mirroring some of the tumultuous family dynamics experienced by Sam.

As Sam delves deeper into the circumstances surrounding Wade’s murder, he uncovers a tale of extortion, power abuse, and the dark truths of law enforcement. Wade’s misconduct involved extorting local businesses and even murder—a chilling method where he would inquire about his victims’ weapons only to justify killing them for “resisting arrest.” This brutal pattern culminates in the death of Eladio Cruz, Mercedes’s husband, during a confrontation with Wade over illegal operations, witnessed by the young deputy Buddy.

Further investigation reveals Buddy’s past isn’t as pristine as it seems; relationships and corruption swirl as Sam discovers Buddy’s affair and ties with the county’s political scene. Several secrets emerge, including Buddy’s questionable eviction of residents for the development of a lake that benefited both him and Hollis.

A critical moment arises when one of Mercedes’ employees, who aids injured immigrants crossing the river, forces her to reevaluate her harsh stance. Choosing compassion for a woman in need, she defies her usual behavior by taking them to a doctor instead of involving the authorities.

As the investigative threads begin to knot around Sam’s family legacy, he confronts Hollis and Otis about their roles in Wade’s death, only to learn that the truth is more convoluted than expected.
