Confidential Informant

In the end, Tom’s plan to provide for his family after his death takes a tragic turn. He confides in Mike about his cancer and hatches a reckless scheme: they would have Carlos, the informant, shoot Tom and then commit suicide, making it look like Tom died heroically in the line of duty. The plan is designed to leave Tom’s family with money and benefits, and Carlos, who is also dying from AIDS, agrees to help due to his own desperate situation. Unable to do that, Carlos starts shooting at Mike, forcing Mike to shoot back in self-defense. This accidental shooting results in Tom’s death but complicates the plan significantly. Now, Mike is left with a dead friend, a fallen colleague, and a complicated scene that’s difficult to stage as a heroic death.

Meanwhile, Detective Learner begins to investigate the suspicious circumstances surrounding Tom’s death, sensing something is amiss. He uncovers the involvement of Carlos as a confidential informant and starts delving into the shady deal the cops had planned. Despite the risk of exposing their covert arrangement, Hickey, their superior, supports Mike, arguing that their actions, though illegal, served a greater good—helping Tom’s family and protecting each other.

Through their moral ambiguity and understanding of war’s harsh realities, Hickey and Mike justify their choices, emphasizing that sometimes doing wrong is necessary to achieve what is ultimately right. They avoid being caught and manage to keep Tom’s sacrifice alive in the eyes of the department and the law. After a tense confrontation, Learner is convinced to drop his investigation, recognizing the complexities of morality and loyalty that define these veterans’ lives.
