In Westland, New York, a serial killer roams, and a girl witnesses a murder. Meg and her partner Joe return to mark the “birthday” of Shirley, the orphan Meg once cared for before meeting Joe. The children were later adopted by police officer Sam, who now lives with Shirley. Sam tells them Shirley was brutally attacked by the killer, and determined to avenge her, they set out to hunt the murderer.
