Mike Donnelly, a well-meaning but clumsy man, joins efforts with his older brother Al in a bid for the Governor's seat against incumbent Evelyn Tracy. Despite his chaotic nature, Mike's enthusiasm for the campaign shines through.

During one of the campaign advertising drives, Mike experiences a hilarious mishap involving a pack of dogs. This unintended debacle results in a comedic disaster that leads him crashing into a movie theater, further complicating Al's campaign efforts.

Al's shrewd campaign manager, Roger Kovary, proposes that Al distance himself from Mike’s antics in order to maintain a more serious image for the campaign. Despite this advice, Al chooses to embrace Mike's unconventional style, believing it may appeal to voters.

Steve, Al's suave campaign aide, encounters a mentally unstable Vietnam veteran named Sgt. Drake Sabitch. This unpredictable meeting leads to Steve having his rental car hijacked, placing both men in a precarious situation.

In an effort to prevent underage drinking, Mike unintentionally creates a larger mess, resulting in compromising photographs that lead to his dismissal from the local recreation center. This setback adds to the challenges Al faces in his campaign.

A nightmarish situation unfolds when a fire breaks out at the recreation center, sparked by thugs. Just when it seems dire, an acquaintance named Robbie arrives to help, providing much-needed assistance before the police arrive.

Under Roger’s suggestion, Mike and Steve relocate to a remote shack to evade escalating complications. However, their troubles are far from over as their next misadventure leads them into a world of bizarre challenges.

While seeking cell phone reception, Steve stumbles upon a bus filled with oddities owned by Drake. A narrow escape ensues as a massive boulder nearly crushes their hideout, showcasing their risky predicament.

A furious storm rips the roof off their temporary cabin, forcing Mike to contact Al. Unfortunately, Al's response is less than supportive after a disastrous performance on MTV, pushing him further away from Mike.

Desperate to catch Al's campaign debate, Mike and Steve enter Drake's heavily booby-trapped dwelling. This encounter spirals into a fistfight, resulting in an unexpected display of Mike's physical prowess and the forming of an unusual friendship.

As the election heats up, Governor Tracy seeks to sabotage Al by releasing incriminating photographs of Mike. This act threatens to derail Al's campaign, placing even more pressure on Mike to take action.

Recognizing the corrupt practices in the election process, Mike discovers that deceased voters had been fraudulently casting ballots for Tracy. This revelation marks a turning point that could change the tide of the election.

With new evidence in hand, Mike and Steve commandeer Robbie's police car and crash Tracy's victory party to expose the truth. Their bold move leads to chaos as police officers converge, heightening the stakes.

Mike’s courageous actions during the election shift the results in Al's favor, leading to the downfall of Governor Tracy. A few months later, we see the positive changes in Al's administration and Mike's reinstatement.

As Al and Steve prepare for a meeting, a final comedic twist occurs when Mike's jacket gets caught in a jet door. This mishap leaves him stranded outside as the plane ascends into the sky, epitomizing his mischief.
