The film continues the Frankie‑and‑Annette beach‑party series as a wild game splits the girls and boys into pairs. Meanwhile, Eric Von Zipper’s biker gang kidnaps singing star Sugar Kane, who is managed by Bullets. Bullets enlists sky‑diving surfers Steve and Bonnie from Big Drop for a publicity stunt, while the usual gang of teens and a mermaid named Lorelei add to the chaos.
