In August 1918, Matsuura Ito resides in a coastal village in Toyama with her husband and three children. With her husband away fishing due to scarce catches, Ito and the other women of the village carry goods from ships to support their families. However, the community faces hardship as rice prices soar, making it difficult for them to feed their families. Attempts to negotiate lower prices from a local rice store prove unsuccessful, and the situation grows increasingly desperate. An unforeseen incident ultimately compels Ito and the other women to take action.
